The flourish lines are thin. Cut it at 12 inches or wider.

Adhesive or heat-transfer vinyl: Cut it large. The fine lines and small pieces are hard to weed at small sizes.
Laser: Engrave it. The details are too fine to cut cleanly.
Sublimation: Print the PNG. No cutting or weeding.
